Strategic Planning for Trade Unions in Transition Economies
This handbook is intended for unions in transition economies that are involved in or are interested in strategic planning. The basic message of the handbook is simple – unions need to have a strategy or plan in order to successfully achieve their goals, especially in difficult and changing environments. The aim of the manual is to help unions draw up such plans. After many years of working with trade unions in the US states of lowa and lllinois on strategic planning issues, the first impetus for the creation of this handbook came from my consulting work on the programs of the Center for Solidarity in Croatia. Working with three colleagues who have run the Zagreb office since 1996, Rudy Porter, Mike Waske and Paul Somogy, it became clear that in his available and fairly extensive literature on strategic planning, there is no work that deals with the specific development of such a process. for unions, and especially in the rather precarious and often unstable context of transition. After working for two years with unions representing workers in the railway, chemical and shipyard, tourism and graphic industries in Croatia, the idea of writing a manual on strategic planning gained an even stronger foundation. However, probably the strongest impetus for writing the manual came from an invitation sent to me by the coordinating body of Croatian trade union centers, which sought to achieve a greater degree of cooperation and a common strategic approach to the National Economic and Social Council. It was a challenging task for everyone involved, but it was he who served as a catalyst in bringing together all the lessons I had learned so far regarding drawing up strategic plans. My subsequent work on strategic planning in Serbia and Montenegro was the final element that contributed to my progress along the way.
