Robert Blažević was born on November 2, 1955 in Otočac, where he finished elementary school and high school. He graduated from the Faculty of Law, University of Rijeka in February 1979, and from the Faculty of Political Science (Political Science) in June 1982. He received his master's degree (postgraduate study in administrative and political sciences) in January 1985 at the Faculty of Law, University of Zagreb. He received his doctorate in December 1991 with the topic „Theories of the Legitimacy of Political Orders“ at the Faculty of Political Science, University of Zagreb. From March 1, 1982, he worked as an assistant at the Faculty of Law, University of Rijeka in the course Administrative Science (until 1991, the course was called „Management Science“). He was elected assistant professor in 1993. He was elected associate professor in 2005, and full professor in 2012. Since 2017, he has the status of a tenured professor. In the period from 1988 to 1991, he was the President of the Faculty Council. During academic year 1994/95 he held the position of vice dean for scientific research. Since 2011 he has been a member of the editorial board of the magazine Hrvatska i komparativna javna uprava. He has participated in several scientific projects. He has also participated in a number of scientific conferences. He teaches courses in Administrative Science and Sociology of Administration at the Faculty of Law. He is a lecturer at the Administrative Study (at the same Faculty). He teaches two courses at the Specialist Graduate Professional Study of Public Administration: Public Administration and Management in the Public Sector. He has published 12 books and over sixty scientific and professional papers.
